Smoke Detectors: The most common failure is not having operating smoke detectors in the right places. The code requires every bedroom or area used for sleeping to have its own smoke detector. In addition there must be a smoke detector outside of each bedroom or sleeping area. A smoke detector is also required on every level of a building including basement and attics if they are inhabited. All smoke detectors must be working when the inspector arrives. 2. Hand Rails: Handrails are required wherever three or more steps are used to go from one level to another. The handrail must be firmly attached and capable of supporting a normally imposed load, and in good condition. Rail ends must be attached. 3. Roofs and Drainage: The roof must be weathertight and not admit any rain. Gutters and downspouts must be in good repair and free from any obstruction. 4. Windows and Doors: All windows and doors must be weathertight. All glazing must be free from holes and cracks. When storm doors or windows are used, they must have sound windows and screens. All exterior doors must have operable hardware. Doors which provide access to a rented dwelling unit must be equipped with a deadbolt lock designed to be readily openable from the side which egress is to be made without the need for keys, special knowledge or effort. 5. Plumbing: The pipes used to provide drinking water, or water to a sink, lavatory, bathtub or shower must be leak free, and connected to a public water source. All plumbing fixtures shall be maintained in a safe, sanitary and functional condition. 6. Electrical Systems: All electrical systems shall meet the requirement of the ICC Electrical Code. Every dwelling unit shall be serviced by a three-wire 120/240 V single phase electrical service having a rating of not less than 60 amperes. Bathrooms and kitchens must have Ground Fault Circuit Interrupter type outlets or the outlets in these rooms must be protected by similar devices at the panel box. When a new or upgraded panel box is installed a new ground wire and a ground pole should also be installed. The above are some of the most common reasons properties fail their first inspection.
